I was watching a friends Turbo Subaru the other day and I noticed that no matter how much

he reved it at stand still the turbo did not engage. Turbo only works when the car is moving.

So I was wondering if this happens with the CX500TC?

You'll need to elaborate on "engage". Generally a turbo will spin even when the engine is at idle, but it will not produce any significant boost unless the engine is under load. If you have an intercooler (or a lot of pipe between the compressor outlet and the throttle body) and a BOV, you can rev the engine and get some excess pressure to vent out of the BOV, but you won't create boost in the combustion chamber.
