OK, so I have my carb soaking right now and can't check anything immediately, but right before I had the carb out I was running the bike and when I pulled in the front break it smoothed out the engine and made it just perfect sounding but also increased the revs. Letting it go slowed it down and nearly killed it if I didn't manually add a little gas (choke snapped, fixing that when I put the carb back together). So why might the throttle increase when break is applied? Is this an electrical issue, because it only needs to active the switch for the break before it starts to smooth out.

Boulder is almost certainly correct. But,... just for jollies, disconnect the brake light switch to isolate any possible [but improbable] electrical glitch and then pull your brake lever.
