There is no doubt that florescent colors get peoples attention... Hwy workers all wear orange vests, some hunters do. If it wakes up only one SOB before they run over you, maybe it's worth it.
I'd just be carefull that whatever paint you use, it does not act like a solvent instead of a coating

Maybe some LEDs along with the reflective paint. I'm thinking of a strobe light on top of my helmet and adding air horns... yes, you may call me "CRAZY"
