The symptom your describing is typical of the low jet being badly restricted. If you were to ride only it the rpm range below 5K, and then pull the plugs you would see them running mostly white indicating it to be very lean.



The low jet in the chamber under the black plug needs to be pulled and cleaned with a .018 drill bit. Carb cleaners will not do it. The last link in the Quick Reference post in the general section takes you to an old post I did on how to remove the low jet. Click here.



Unfortunately it will mean you need to pull the carbs. But you don't need to split them. Just pull the bowls and the center plug to get to the low jet.

Yes it could be mixture. Do you have them at 2 1/2 turns out to start with? The plugs could cause an issue. But I think it would be more on the rich running side than lean because the 78 jet would be bypassed by the drilled cross over hole for the low jet chamber. So I don't think that will be your problem.
