They aren't exclusive - if parents can afford the fees, their children can go to a public school (many have long waiting lists, so parents put their children's names on the list as soon as they are born, or before!). 'Public' meant they were open to all - they weren't (aren't) exclusive at all - social class, religion, location etc. were no reason to bar children from a public school. It was just down to paying the fees...if they (UK public schools) are exclusive...then most of the public cant access them....so agree it seems to be a oxy-moron/contradiction)
