I would bet that those were factory, or a re-cover of an original. The Italians have used fabric and leather as far back as they've been making motorcycles (and planes, cars and helicopters too.)



Here's a pic of a 1950's Moto Guzzi police bike, the fairing and cover you see in the pic are leather on top and coated canvas on the bottom.







Canvas is very tough stuff, entire airplanes, including engine cowls are made from it. Leather can also take some serious heat when it has to, some of the old supercharged cars used to use treated leather wrapped around parts as a heat shield. The Japanese even used leather to make gas tanks for aircraft during WWII.
