1983-up VT750 Shadow and VF700/VF750 Magna fork lowers should work on your 39mm tubes. If you get the 1983 model year Magna parts, the rim will even perfectly match.

Edit: The 1983 VF750 Magna may have or may not have 37mm fork tubes, but the 84-up 700 has 39mm for sure. Two different sources have two different numbers for the 83, but they all agree on the 84-up. Also the rims are interchangeable between different sized magnas and shadows of that era, so you can still snag an 83 wheel. All those similar looking wheels have the same rotor spacing and axle diameter, and swap from bike to bike.

Ah yes, the Magna wheels are 18", that's true. For a street bike, no biggie, but if you want off-road tires it kinda is. So use the Shadow rim, as it's 19". The spoke pattern is different though.
