They move within the physical limitation of their environment.

The rest of the valve train when fitted will restrict their movement.

As long as movement is concentric rotation on the shaft their is no issue, no matter how far they rotate.

Is it actually loose on the shaft or is it just moving farther than the others do?

Note that they don't move very far when the engine is running. To see just how little they move gently press on the cup shaped ends that the pushrods normally sit in and turn the engine with a wrench on the crankshaft.
