CX650T revs hanging

Just finished a rebuild on my cx650t and alth the bike starts easily and seems to run well, I have noticed that the revs do not drop to idle immediately if you blip the throttle or between gears. This does make gear changes and slowing down more difficult. The rpm will stick at about 2200 rpm for a couple if seconds then drop to idle.

I would normally think this was an air leak but certainly the joint where the intake meets the head is sealed, not easy to get to anywhere else though but I would welcome any suggestions.

Sometimes this can be due to throttle cable routing, at least it was on my GL500

The linkage and cables bind very easily, especially with nearly forty years of crap in there/on there.
